If you have installed hacked Western (Latin 1) fonts, i.e. you have Cyrillic letters in upper part of font table (check with Windows Charmap utillity), you need to install original Western (Latin 1) fonts for correct work of internationalsed packages. You can down load them from Microsoft or other sites.
